Board of Health 2020 Minutes

ALSO PRESENT:                Ms. Melissa McGill Sussex County Board of Health, Mr. Dane Dvorak Sussex County Board of Health, Mr. Alan DeCarlos ACO, Ms. Nellie Klaver Allamuchy ACO

Ms. Carlson, acting as chairman pro-tem, called the meeting to order at 11:05 a.m. with the statement this is in compliance with the Open Public Meetings Act, Public Law 1975, chapter 231, Sections 4 and 13.

Ms. Carlson invited all present to participate in the salute to the flag.

Members Mr. John Richardson and Mrs. Ginny Richardson were sworn in at this time.

ROLL CALL:   In attendance were Mrs. Guiler, Mrs. Kline, Mrs. Richardson, and Mr. Richardson. Absent: Dr. Dashfield, Mr. Flora

REORGANIZATION:

Ms. Carlson, acting as chairman pro-tem, opened the floor for nominations for Chairman of the Board of Health for the year 2020. Mrs. Guiler nominated Mrs. Kline. Mr. Richardson second. A motion for nominations to be closed was made by Mr. Richardson. Mrs. Guiler second. Roll call vote: In favor Guiler, Richardson, Richardson and Kline. Opposed none. So moved.

Chairwoman Kline called for nominations for Vice Chairman. Mrs. Richardson nominated Mrs. Guiler.               Mr. Richardson second. A motion for nominations to be closed was made by Mr. Richardson. Mrs. Kline second.  Roll Call vote: In favor Guiler, Richardson, Richardson, and Kline. Opposed none. So moved.                                  

Chairwoman Kline called for nominations for Board of Health Secretary. Mr. Richardson nominated Ms. Carlson. Ms. Guiler second. A motion for nominations to be closed was made by Mr. Richardson. Mrs. Kline second.  Roll call vote: In favor Guiler, Richardson, Richardson, and Kline. Opposed none. So moved.

MINUTES:

Ms. Kline moved for acceptance of the minutes for the February 19, 2019 meeting. All in favor. So moved.

NEW BUSINESS:   

Coronavirus – Mr. Richardson asked about Sussex County preparedness regarding the Coronavirus. Ms. McGill stated that Public Health and Nursing Department at the County Board of Health is handling all questions and concerns about this. Our response should be to refer them to that Department.

Rabies Clinic – The need for the April Fredon Rabies Clinic was discussed. Sussex County Board of Health does not require two clinics per year and the April clinic is not as heavily attended as the November clinic.  Rabies vaccinations need to be good through November 1st of the licensing year and the April clinic puts them “out of cycle” for licensing.  A concern that the November clinic will be overcrowded will be addressed by having an extra person working at the clinic to handle the paperwork, which usually is the primary reason for any delays. Mr. DeCarlos, ACO, will also attend the rabies clinic to assist with animal control. If the November clinic proves to be too busy then an additional clinic will be added in the future. Ms. Carlson will try to coordinate the clinic date with the surrounding towns in an effort to minimize overcrowding in any one town.

Rabies Clinics will continue to be announced in the Township newsletter and on our website. Sussex County Board of Health posts all of the county rabies clinics on their website as well.

A motion was made by Mr. Richardson to eliminate the April rabies clinic for one year on a trial basis. Mrs. Richardson second. Roll call vote: In favor Guiler, Richardson, Richardson, Kline. Opposed none. So moved.

Pet Chipping - A discussion was held regarding providing pet “chipping” at the rabies clinic. Ms. Carlson will check into the logistics of providing the option of low cost or free chipping at our rabies clinics.

Animal Cruelty – Enforcement of animal cruelty continues to be addressed. The state required information is on our website. Additionally, information regarding animal cruelty laws is sent with each license.

Liaison Report

            Township Committee – Mr. Richardson stated the Township Committee tried to move the school budget vote back to April, but the Fredon Board of Education was able to move it back to November. The Township Committee continues to consider all of its options regarding this.

There being no further business to discuss, the meeting was adjourned at 11:35 a.m. by a motion from Mr. Richardson and seconded by Mrs. Richardson. All in favor. So moved.
