NOTICE TO VENDORS
PROPOSAL SPECIFICATIONS AND INSTRUCTIONS for 
RESIDENTIAL ENERGY AGGREGATION


Notice is hereby given that pursuant to the New Jersey Public Contracts Law, an online 
auction will be facilitated for the Sussex-Warren Area Energy Cooperative (SWAEC), DCA ID# 
266SWAEC, New Jersey on Tuesday, July 28, 2026. Submissions shall be made to Concord 
Engineering Group, Inc., d/b/a Concord Energy Services (“CES”) as the Energy Agent for the 
SWAEC. All required bid documents shall be made via email to [email protected]
Once vendors are qualified, a second submission through an online bidding platform will be required 
to identify energy pricing proposals. The date and time of the second submission will be announced 
to qualifying vendors.
Potential vendors will be furnished with a copy of the Proposal Specifications and Instructions 
(referred to herein as the “Proposal Specifications”) by request to Lisa Hibbs by email to 
[email protected] and by phone at (856) 427-0200.
The award of all municipal contracts is contingent upon the availability of funds; however, it 
is expected that no outlay of municipal funds will be required for the Program. The right is also 
reserved to reject any or all proposals or to waive any informalities where such informality is not 
detrimental to the best interest of the SWAEC and the end participants/customers of the Program. 
The successful vendor shall be required to comply with the following:
A. Affirmative Action requirements (P.L. 1975, C.127, N.J.S.A. 10:5-1 et. seq.).
B. Anti-Kickback Regulations under Section 2 of the Act of June 13, 1934, known as the 
Copeland Act.
C. The proposal must be accompanied by a list of names and addresses of all stockholders 
owning 10% or more of the stock in accordance with the provisions of the Public 
Disclosure Law (P.L. 1988, C.33, N.J.S.A. 52:25-24.2).
D. Business Registration Act Registration
E. Iranian Disclosure Form
F. Addendum Acknowledgement
G. Agreement for Provision of Energy Supply Services (attached to specification).

TAKE NOTICE that the foregoing ordinance, Ordinance 2026 – 05, was introduced and approved at first reading at a meeting of the Fredon Township Committee, County of Sussex, State of New Jersey, held on June 10, 2026 and that said Capital Ordinance will be further considered for final passage at a meeting of the Township Committee beginning at 7:00 p.m. on June 24, 2026 at the Fredon Municipal Building, 443 Route 94, in the Township of Fredon, at which time and place all persons interested will be given an opportunity to be heard concerning said Capital Ordinance and during the week prior to and up to and including the date of such meeting, copies of said ordinance will be made available at the Township Clerk’s Office to the members of the general public who shall request the same.

BOND ORDINANCE PROVIDING FOR THE PURCHASE OF A FIRE ENGINE AND RELATED APPARATUS BY THE TOWNSHIP OF FREDON, APPROPRIATING $1,350,000 THEREFOR AND AUTHORIZING THE ISSUANCE OF $1,150,000 BONDS OR NOTES OF THE TOWNSHIP TO FINANCE PART OF THE COST THEREOF

The bond ordinance published herewith was introduced and passed upon first reading at a meeting of the governing body of the Township of Fredon, a municipal corporation of the State of New Jersey (the “Local Unit”), held on May 13, 2026. It will be further considered for final passage, after public hearing thereon, at a meeting of the governing body to be held at municipal building in the Local Unit on May 27, 2026 at 7:00 PM, and during the week prior to and up to and including the date of such meeting, copies of said bond ordinance will be made available at the Clerk’s office to the members of the general public who shall request the same. PLEASE TAKE NOTICE that the Land Use Board of Fredon Township, County of Sussex, State of New Jersey, will hold a Special Meeting on Tuesday, March 3, 2026 at 9:00am at Fredon Township Municipal Building, 443 Route 94, Newton, New Jersey 07860

The purpose of this Special Meeting is to review Ordinance 2026-02, as referred by the Township Committee pursuant to N.J.S.A. 40:55D-26, entitled:

“An Ordinance of the Township of Fredon, County of Sussex, State of New Jersey Deleting and Replacing Article IX of the Township Code Entitled ‘Affordable Housing’ to Update and Implement Affordability Controls, Administration, Mandatory Set-Asides and Funding Mechanisms Consistent with State Law.”

The Land Use Board will review the ordinance for consistency with the Township Master Plan and will prepare and adopt a report to the Township Committee. Formal action may be taken at this meeting.

ORDINANCE 2025-18: TO AMEND AND SUPPLEMENT CHAPTER 457, STORMWATER CONTROL IN THE CODE OF THE TOWNSHIP OF FREDON TO ADD, PRIVATE STORM DRAIN INLET RETROFITTING, ILLICIT CONNECTIONS, AND PRIVATE SALT STORAGE

 

TAKE NOTICE that the foregoing ordinances, Ordinance 2025-15, Ordinance 2025-16, Ordinance 2025-17, and Ordinance 2025-18 were introduced and passed at first reading at a meeting of the Fredon Township Committee, County of Sussex, State of New Jersey, held on November 12, 2025 and that said Ordinance will be further considered for final passage at a meeting of the Township Committee beginning at 7:00 P.M. on November 24, 2025 at the Fredon Municipal Building, 443 Rt. 94, in the Township of Fredon, at which time and place all persons interested will be given an

opportunity to be heard concerning said Ordinance and during the week prior to and up to and including the date of such meeting, copies of said ordinance available on https://www.fredonnj.gov/home/pages/legal-notices and at the Clerk’s office to he members of the general public who shall request the same.
