FREDON TOWNSHIP COMMITTEE MEETING MINUTES AUGUST 26, 2021

This REGULAR MEETING of the Fredon Township Committee was called to order by Committeeman Flora at 7:00 P.M.

Committeeman Flora advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey Herald and Sunday Herald in January 2021.

ATTENDING:            Mr. Deitz, Mr. Lazzaro, Mr. Masi, Mr. Flora (via phone)

ABSENT:                   Mr. Richardson

Committeeman Flora invited those present to participate in a flag salute. Mr. Masi asked for a moment of silence to honor the United State service members killed in Afghanistan.

CORRESPONDENCE:       Upon MOTION by Committeeman Masi with second by Committeeman Deitz, action was moved to waive reading of correspondence since list of same had been posted and copies made available for public inspection. All in favor. Motion carried.

CONSENT AGENDA:

Committeeman Flora asked if anyone wished to have any items separated.  No response.

* RESOLUTION 2021-62: CANCELLATION OF THE FUNDED AND UNFUNDED APPROPRIATION BALANCE OF CERTAIN IMPROVEMENT AUTHORIZATIONS IN THE GENERAL CAPITAL FUND

Upon Motion by Committeeman Masi, with second by Committeeman Deitz, action was moved to approve adoption of the Consent Agenda.

ROLL CALL: Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Mr. Flora, aye (abstained from minutes); Motion carried.

RESOLUTION 2021-62: as annexed, was introduced and passed at this Regular Meeting of the Fredon Township Committee

VOUCHERS:  Upon Motion by Committeeman Lazzaro, with second by Committeeman Deitz, action was moved to approve vouchers presented by Patrick Bailey, CFO.

ROLL CALL: Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Mr. Flora aye; Motion carried.

Claims are listed on the attached schedule, which is made a part of the minutes of this meeting as a supplemental record.

ORDINANCE 2021-09: AN ORDINANCE TO AMEND CHAPTER 245-FEES SCHEDULE OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF FREDON

Committeeman Flora advised that discussion and consideration of Second Reading would be held on Ordinance 2021-09 as read by title. Copy has been posted and copies have been available for the public. Affidavit of publication has been received.

Upon Motion by Committeeman Lazzaro, with second by Committeeman Masi, action was moved on ORDINANCE 2021-09. 

ROLL CALL: Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Mr. Flora aye; Motion carried.

Committeeman Flora will reach out to Planet Networks to discuss proposal of using American Rescue Plan funding for broadband infrastructure expansion.

Discussion was held about utilizing Civic Center capital funds, some options such as awnings will be explored and reported at the September 9, 2021 meeting.

Acting Road Department Supervisor Matt Lambert reported that due to the 10 day NJDOT notification requirement, milling and paving on Anderson Hill Road would likely not take place until mid-September.

Committeeman Flora will reach out to Robert McBriar, Esq. about the status of the solid waste bid.  

Discussion was held about Puder Road Bridge and the response to Mayor Flora’s letter.

A September 2, 2021 meeting has been arranged with Sussex County officials to discuss the project.

The Land Use Board professionals are drafting an ordinance to permit cannabis cultivation.

MOTION: Upon Motion by Committeeman Masi, with second by Committeeman Lazzaro, action was moved to approve training request submitted by Suzanne Boland related to her position.

ROLL CALL: Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Mr. Flora aye; Motion carried.

MOTION: Upon Motion by Committeeman Masi with second by Committeeman Deitz, action was moved to approve a contract with Chambon Electric, Inc. for $3,025.00 to replace the municipal building cameras and monitoring system.

ROLL CALL: Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Mr. Flora aye; Motion carried.

MOTION: Upon Motion by Committeeman Lazzaro, with second by Committeeman Deitz, action was moved to permit Fredon Township youth groups to use the Civic Center during daytime hours for residents of Fredon Township and that they be responsible for set up, clean up and supervision.

ROLL CALL: Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Mr. Flora aye; Motion carried.

At this time, the meeting was opened to the public.  Mr. George Plock of 492 Ridge Road spoke of his appreciation on behalf of parents of Fredon Township School students for supporting their concerns about the mask mandate.

There being no further business before the Committee, upon Motion by Committeeman Masi, with second by Committeeman Deitz, this meeting was adjourned at   7:47  P.M. All approved.
