FREDON TOWNSHIP COMMITTEE MEETING MINUTES MAY 11, 2023

This REGULAR MEETING of the Fredon Township Committee was called to order by Committeeman Deitz at 7:00 P.M.  Committeeman Deitz advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey Herald and Sunday Herald in January 2023.

 

ATENDING:            Mr. Deitz, Mr. Lazzaro, Mr. Nichols, Mr. Plock

 

ABSENT:        Mr. Flora

Committeeman Deitz invited those present to participate in a flag salute.

CORRESPONDENCE:      Upon MOTION by Committeeman Lazzaro, with second by Committeeman Plock, action was moved to waive reading of correspondence since list of same had been posted and copies made available for public inspection. All in favor.  Motion carried.

CONSENT AGENDA:

Committeeman Deitz asked if anyone wished to have any items separated. No response.

MINUTES OF TOWNSHIP COMMITTEE MEETING: April 27, 2023

RESOLUTION 2023-42:  BEAR BROOK VALLEY FIREWORKS JUNE 18

RESOLUTION NO. 2023-47 CANCELLATION OF REVENUE ACCOUNTS RECEIVABLE AND APPROPRIATED GRANT RESERVES IN THE CURRENT FUND

Upon Motion by Committeeman Lazzaro, with second by Committeeman Plock, action was moved to approve adoption of the Consent Agenda.

ROLL CALL:  Mr. Lazzaro, aye; Mr. Nichols (abstain minutes), aye; Mr. Plock, aye; Mr. Deitz, aye.

Motion carried.

RESOLUTIONS 2023-42 and 2023-47, as annexed, were introduced and passed at this Regular Meeting of the Fredon Township Committee.

VOUCHERS:  Upon Motion by Committeeman Plock, with second by Committeeman Nichols, action was moved to approve vouchers presented by Patrick Bailey, CFO.

ROLL CALL:  Mr. Lazzaro, aye; Mr. Nichols, aye; Mr. Plock, aye; Mr. Deitz, aye. Motion carried.

ORDINANCE  2023-04: AN ORDINANCE TO ESTABLISH CHAPTER 309 LEAD PAINT TESTING

Discussion was held about the fire department undertaking these inspections to coincide with smoke detector/CO inspections.

MOTION:      Upon Motion by Committeeman Plock with second by Committeeman Nichols action was moved on Ordinance 2023-04.

ROLL CALL:  Mr. Lazzaro, aye; Mr. Nichols, aye; Mr. Plock, aye; Mr. Deitz, aye. Motion carried.

ORDINANCE 2023-04 was introduced at this Regular Meeting of the Fredon Township Committee.

ORDINANCE 2023-06: CAPITAL ORDINANCE MILLING AND PAVING CERTAIN ROADS $200,000

MOTION:      Upon Motion by Committeeman Plock with second by Committeeman Nichols action was moved on Ordinance 2023-06.

ROLL CALL:  Mr. Lazzaro, aye; Mr. Nichols, aye; Mr. Plock, aye; Mr. Deitz, aye. Motion carried.

ORDINANCE 2023-06 was introduced at this Regular Meeting of the Fredon Township Committee.

Discussion was held about obtaining an updated status report for the Fredon Road Master Plan.

Committeeman Deitz opened the floor to the public. Henry Rothrock asked about the Bond Ordinance. Committeeman Deitz state it had been tabled for further consideration.

 

Gherin Fracasso asked for the status of  Elizabethtown Gas project. Committeeman Deitz requested the committee’s support of Installation of Main Gas Stubs along Route 94.

EXECUTIVE SESSION:

Upon Motion by Committeeman Plock, with second by Committeeman Nichols, action was moved on a RESOLUTION (as annexed) to move into EXECUTIVE SESSION at 7:18 P.M. All approved. Upon motion of Committeeman Lazzaro, with second by Committeeman Plock, members of the Committee moved out of EXECUTIVE SESSION at 7:47  P.M. Committeeman Deitz advised that a matter regarding the personnel was discussed. No decisions were made and the subject would be revealed at the appropriate time.

There being no further business before the Committee, upon Motion by Committeeman Deitz, with second by Committeeman Plock, this meeting was adjourned at 7:48 P.M. All approved.
