This REORGANIZATION MEETING of the Fredon Township Committee was called to order at 5:00 P.M. by the Acting Municipal Clerk.
The Acting Clerk advised that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13, with Special Notice to the New Jersey Herald and The Sunday Herald.
ATTENDING: Mr. Green, Mr. Lazzaro, Mr. Masi, Mr. Richardson, Mr. Flora
ABSENT: None
FLAG SALUTE: All present participated in a flag salute.
Carl Lazzaro was sworn into office for a three-year term by Committeeman Green.
The Acting Clerk called for nominations for Chairman of the Township Committee.
MOTION: Upon Motion by Committeeman Richardson, with second by Committeeman Masi, action was moved to name Committeeman Green as Chairman.
Committeeman Green, citing several personal conflicts declined the nomination.
EXECUTIVE SESSION:
Upon Motion by Committeeman Richardson, with second by Committeeman Richardson, action was moved on a RESOLUTION (as annexed) to move into EXECUTIVE SESSION at 5:10 P.M. All approved. Upon motion of Committeeman Green, with second by Committeeman Flora, members of the Committee moved out of EXECUTIVE SESSION at 5:20 P.M. Committeeman Green advised that a matter regarding personnel was discussed. No decisions were made and the subject would be revealed at the appropriate time.
MOTION: Upon Motion by Committeeman Green, with second by Committeeman Richardson, action was moved to name Committeeman Flora as Chairman.
ROLL CALL: Mr. Green, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Mr. Richardson, aye; Mr. Flora, aye. Motion carried.
John Flora was sworn in as Mayor of the Township of Fredon by Sussex County Clerk Jeffrey Parrott.
Mayor Flora called for nomination for Vice Chairman of the Township Committee.
MOTION: Upon Motion by Committeeman Richardson, with second by Committeeman Green, action was moved to name Committeeman Masi as Vice Chairman.
ROLL CALL: Mr. Green, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Mr. Richardson, aye; Mr. Flora, aye. Motion carried.
Mayor Flora gave a brief statement, commenting that the committee had been very productive in 2019. He added that his goal is to continue to work collaboratively and move the town forward in a positive way during 2020.
CONSENT AGENDA: Chairman Flora advised that all items with an (*) are considered to be routine by the Members of the Township Committee and will be enacted on by one motion. There will be no separate discussion of these items unless a Committee Member or Citizen so requests in which event the item will be removed from the general order of business and considered in its normal sequence on the agenda.

Upon Motion by Committeeman Richardson, with second by Committeeman Masi, action was moved to approve adoption of Consent Agenda.

Sussex County Clerk Jeffrey Parrott wished everyone health and happiness in 2020 and appreciated the opportunity to be here for the Reorganization meeting. He congratulated Mayor Flora and the newly appointed member.
Raymond Sarinelli, Jr. introduced himself. Mr. Sarinelli was present on behalf of the Nisivocia, LLP, the Township auditing firm. He thanked the Committee for the reappointment and wished everyone a happy New Year.
