This REGULAR MEETING of the Fredon Township Committee was called to order by Vice-Chairman Masi at 7:10 P.M.
 
Vice-Chairman Masi advised those present that this meeting was being held in compliance with provisions of P. L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey Herald and Sunday Herald in January 2020.
 
ATTENDING:            Mr. Green, Mr. Lazzaro, Mr. Richardson (via phone), Mr. Masi
 
ABSENT:                   Mr. Flora
 
CORRESPONDENCE:       Upon MOTION by Committeeman Green with second by Committeeman Lazzaro, action was moved to waive reading of correspondence since list of same had been posted and copies made available for public inspection. All in favor. Motion carried.
 
CONSENT AGENDA:
Deputy Mayor Masi asked if anyone wished to have any items separated.  No response.

Upon Motion by Committeeman Richardson, with second by Committeeman Green, action was moved to approve adoption of the Consent Agenda.
ROLL CALL:             Mr. Green, aye; Mr. Lazzaro, aye; Mr. Richardson, aye; Mr. Masi, aye; Motion carried.
 
VOUCHERS:  Upon Motion by Committeeman Green, with second by Committeeman Lazzaro, action was moved to approve vouchers presented by Deborah Bonanno, CFO.
ROLL CALL:             Mr. Green, aye; Mr. Lazzaro, aye; Mr. Richardson, aye; Mr. Masi, aye; Motion carried.
Claims are listed on the attached schedule, which is made a part of the minutes of this meeting as a supplemental record.
 
MOTION:      Upon Motion by Committeeman Green, with second by Committeeman Lazzaro, action was moved to approve the replacement of the Lodestar Park Pavilion water fountain at a cost of $1500.00 per the quote submitted by Hedden Plumbing and Heating.  The water fountain was damaged by an early freeze in the fall of 2019.  The clerk will check if an insurance claim may be submitted.

Discussion was held on a return to work plan.  Committeeman Green will speak to Mr. Lambert about what the return to work plan is for the Department of Public Works.  The document received from the Safety Institute regarding taking the temperature of everyone before they enter a facility was discussed.  Committeeman Green stated that taking a temperature is useless as by the time there is a fever the individual is sick and has already been contagious.  He felt that was not a good return to work plan and that the Township should rely on the employees to know and say when they are sick.  The offices are running adequately at this time, with the thought being that hours could return to normal at some point but remain closed to the public.
 
Additional discussion was held on getting the DPW running again and the oil and stone road preparation. 
 
Committeeman Green mentioned that as Mayor Flora was not feeling well, no budget meeting took place. 
 
Committeeman Richardson noted that as of now, one Fire Company member has tested positive for COVID-19, and the Fireman’s Relief Association has a plan in place to provide for a hotel if an individual needs to be quarantined. 
 
Committeeman Lazzaro mentioned that if tax money doesn’t come in, the Township will be unable to pay the school. 
 
The clerk will check with Township Engineer Harold Pellow on the status of the Fredon-Greendell Road project. 
 
Committeeman Richardson noted that the County OEM ID badges are in process. 
 
Deputy Mayor Masi opened the meeting to the public at this time.  There being no public present with comments, the meeting was closed to the public. 
 
There being no further business before the Committee, upon Motion by Committeeman Richardson, with second by Committeeman Green, this meeting was adjourned at 7:45 P.M.  All approved.
