FREDON TOWNSHIP COMMITTEE MEETING MINUTES MARCH 27, 2024

This REGULAR MEETING of the Fredon Township Committee was called to order by Mayor Deitz at 7:00 P.M.

 

Mayor Deitz advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey Herald and Sunday Herald in January 2024.

 

ATTENDING:           Ms. Corcella, Mr. Nichols, Mr. Lazzaro, Mr. Deitz

 

ABSENT:                   Mr. Plock

 

Mayor Deitz invited those present to participate in a flag salute.

 

CORRESPONDENCE:    Upon MOTION by Committeeperson Nichols, with second by Committeeperson Corcella, action was moved to waive reading of correspondence since list of same had been posted and copies made available for public inspection.

 

All in favor.  Motion carried.

RESOLUTION 2024-41: RESOLUTION OF THE GOVERNING BODY EXECUTING CERTIFICATION OF APPROVED BUDGET FOR LOCAL EXAMINATION BY CFO

 

RESOLUTION 2024-42: AUTHORIZING EMERGENCY TEMPORARY APPROPRIATIONS OF 2024 OPERATING BUDGET FOR THE TOWNSHIP OF FREDON

 

RESOLUTION 2024-45: HIRE OF ARTHUR ROMAIN FOR THE POSITION OF TRUCK DRIVER/LABORER  FOR THE TOWNSHIP OF FREDON EFFECTIVE MARCH 4, 2024

 

RESOLUTION 2024-46: RESOLUTION OF THE TOWNSHIP COMMITTEE OF THE TOWNSHIP OF FREDON APPROVING THE AWARD OF A CONTRACT FOR PROFESSIONAL SERVICES OF ROB ROSSMEISSL, ESQ. OF THE LAW FIRM OF DORSEY & SEMRAU SPECIAL COUNSEL IN THE MATTER OF REVERSE TAX APPEAL  FOR BLOCK 404 LOT 29 AND BLOCK 404 LOT 29.01

 

RESOLUTION 2024-47:  LIQUOR LICENSE PERSON TO PERSON TRANSFER

 

Upon Motion by Committeeperson Nichols, with second by Committeeperson Corcella, action was moved to approve adoption of the Consent Agenda.

 

All in favor. Motion carried

 

RESOLUTIONS 2024-41, 2024-42, 2024-45, 2024-46, and 2024-47, as annexed, were introduced and passed at this Regular Meeting of the Fredon Township Committee.

 

VOUCHERS and CFO Certification of Funds Resolution 2024-43:  Upon Motion by Committeeperson Nichols, with second by Committeeperson Lazzaro, action was moved to approve vouchers presented by Kerri Womack, CFO.

 

ROLL CALL: Ms. Corcella, aye; Mr. Lazzaro, aye; Mr. Nichols, aye; Mr. Deitz, aye. Motion carried.

 

Claims are listed on the attached schedule, which is made a part of the minutes of this meeting as a supplemental record.

 

RESOLUTION 2024-44: 2024 MUNICIPAL BUDGET INTRODUCTION

Mayor Deitz  read the budget introduction explanatory statement. The public hearing on the 2024 Municipal Budget will be held on April 24, 2024 at 7:00 P.M.

 

MOTION:     Upon Motion by Committeeperson Nichols, with second by Committeeperson Corcella, action was moved to approve the resolution for the 2024 Fredon Township Municipal Budget.

 

ROLL CALL: Ms. Corcella, aye; Mr. Lazzaro, aye; Mr. Nichols, aye; Mr. Deitz, aye. Motion carried.

 

RESOLUTION 2024-44 as annexed, was introduced and passed at this Regular Meeting of the Fredon Township Committee.

 

ORDINANCE 2024-01:   CALENDAR YEAR 2024 ORDINANCE TO EXCEED THE MUNICIPAL BUDGET APPROPRIATION LIMITS AND ESTABLISH A CAP BANK

 

Mayor Deitz advised that discussion and consideration of Second Reading would be held on Ordinance 2024-01 as read by title. Copy has been posted and copies have been available for the public. Affidavit of publication has been received.

 

MOTION: Upon Motion by Committeeperson Nichols, with second by Committeeperson Corcella, action was moved on Ordinance 2024-01.

 

ROLL CALL: Ms. Corcella, aye; Mr. Lazzaro, aye; Mr. Nichols, aye; Mr. Deitz, aye. Motion carried.

 

At this time, Mayor Deitz opened the meeting to the public.

 

Doreen Rutherford, Liquor License Person-to-Person Transfer applicant, asked if the Township had any involvement in the Frelinghuysen Township bulk variance being sought and discussed her plan for the Fountain House.

 

With no one further present with comments, the meeting was closed to the public.

 

Mayor Deitz discussed the possibility of a shared service for Animal Control with the Town of Newton.

 

Nominations for 2024 Citizen of the Year will be sought from Fredon residents via e-blast and monthly newsletter.

 

There being no further business before the Committee, upon Motion by Committeeperson Nichols, with second by Committeeperson Corcella, this meeting was adjourned at 7:17 P.M. All approved.
