FREDON TOWNSHIP LAND USE BOARD
June 17, 2019
MEMBERS PRESENT: Andrews, Boyle, Conklin, Erb, Lazzaro, Passafaro, Prommel, Richardson, Rome, and Smith
MEMBERS ABSENT: Boland, Holenstein, and Wilcox
ALSO PRESENT:
Mr. Andrews called the meeting to order at 7:30 P. M. with the statement that this meeting is in compliance with the Open Public Meetings Act, Public Law 1975, Chapter 231, Sections 4 and 13, as advertised by Annual Notice. If the applicant is a partnership or corporation, an attorney must represent it. No new applications will be heard after 10:00 P. M. No new testimony will be heard after 11:00 P. M.
Mr. Andrews invited all present to participate in the salute to the flag.
MINUTES
Ms. Prommel moved acceptance of the minutes for the May 20, 2019 meeting as posted and waived reading. Mr. Lazzaro second. Roll Call vote: In favor: Lazzaro, Prommel, Boyle, Erb, Passafaro, and Andrews. Opposed: None. So moved.

RESOLUTIONS
Metzgar Application #522-2019, Block 1903 Lot 2.03, “C” Variance
Mr. Lazzaro motioned to approve the Resolution for a “C” variance to build a shed as decided by the board at the May 20, 2019 meeting. Ms. Prommel second. Roll call vote: In favor: Lazzaro, Prommel, Boyle, Erb, Passafaro, and Andrews. Opposed: None. So moved.

OTHER BUSINESS
Informal Discussion on Proposed Solar Array
Mr. Andrews called the potential applicants forward to discuss a proposal for a solar farm. The following individuals came forward: Ms. Gracy Wynter, Esq., Mr. Nick Walsh, Project Development Manager for Dimension Energy, and Mr. James Miller, Planner for Dimension Energy. The potential project is for a 4.31 MW community solar project at 230 Willows Road, Block 801, Lot 28 QFarm. According to Mr. Walsh, this is a new program for New Jersey where the solar array is developed for the community residents who could subscribe to the program to receive a discounted rate. A discussion was held with many questions being asked and answered by both the potential applicants and the members of the Board.

Township Committee
Mr. Smith stated that Fredon has sold the final parcel of Bear Brook. Also, zoning issues at 89 Fredon Marksboro Road are being addressed.
Environmental Committee
No meeting. No Report
There being no further business before the Board, a motion was made to adjourn at 8:07 P.M. All in favor. So moved.
