FREDON TOWNSHIP COMMITTEE MEETING MINUTES August 12, 2021

This REGULAR MEETING of the Fredon Township Committee was called to order by Committeeman Masi at 7:05 P.M.

Committeeman Masi advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey Herald and Sunday Herald in January 2021.

ATTENDING: Mr. Deitz, Mr. Lazzaro, Mr. Masi

ABSENT:         Mr. Flora, Mr. Richardson

Committeeman Masi invited those present to participate in a flag salute.

CORRESPONDENCE:          Upon MOTION by Committeeman Lazzaro with second by Committeeman Deitz, action was moved to waive reading of correspondence since list of same had been posted and copies made available for public inspection. All in favor. Motion carried.

CONSENT AGENDA:

Committeeman Masi asked if anyone wished to have any items separated.  No response.

MINUTES OF TOWNSHIP COMMITTEE MEETINGS:        July 22, 2021

RESOLUTION 2021-58: AUTHORIZING THE ADOPTION OF THE  2021 SUSSEX COUNTY,

NEW JERSEY HAZARD MITIGATION PLAN UPDATE

RESOLUTION 2021 – 59: CANCEL TAXES DUE TO VETERANS EXEMPTION

Upon Motion by Committeeman Deitz, with second by Committeeman Lazzaro, action was moved to approve adoption of the Consent Agenda.

ROLL CALL:  Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Motion carried.

RESOLUTIONS 2021-58 and 2021-59 as annexed, were introduced and passed at this Regular Meeting of the Fredon Township Committee.

VOUCHERS:  Upon Motion by Committeeman Lazzaro, with second by Committeeman Deitz, action was moved to approve vouchers presented by Patrick Bailey, CFO.

ROLL CALL:  Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Motion carried.

RESOLUTION 2021-60: OPPOSING THE INCLUSION OF CRITICAL RACE THEORY IN THE CURRICULUM OF FREDON TOWNSHIP SCHOOL

Upon Motion by Committeeman Masi, with second by Committeeman Deitz, action was moved to table RESOLUTION 2021-60 until more information is gathered.

RESOLUTION 2021-61: OPPOSING MASK MANDATE IN NEW JERSEY SCHOOLS

Discussion was held about parental rights in the decisions about the health and welfare for their children.

Upon Motion by Committeeman Lazzaro, with second by Committeeman Masi, action was moved to approve Resolution 2021-61.

ROLL CALL:  Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Motion carried.

RESOLUTION 2021-61 as annexed, was introduced and passed at this Regular Meeting of the Fredon Township Committee.ORDINANCE 2021-08:  AN ORDINANCE PROHIBITING THE OPERATION OF ANY CLASS OF CANNABIS BUSINESSES WITHIN THE GEOGRAPHICAL BOUNDARIES OF THE TOWNSHIP OF FREDON AND AMENDING ARTICLE V ENTITLED “GENERAL REGULATIONS” OF THE TOWNSHIP CODE TO INCLUDE NEW SECTION 550-43 PERTAINING TO SAME

Committeeman Masi advised that discussion and consideration of Second Reading would be held on Ordinance 2021-08 as read by title. Copy has been posted and copies have been available for the public. Affidavit of publication has been received.

MOTION :      Upon Motion by Committeeman Lazzaro, with second by Committeeman Deitz, action was moved on ORDINANCE 2021-08. Committeeman Masi opened discussion to the public. There was no public comment.

ORDINANCE 2021-09: AN ORDINANCE TO AMEND CHAPTER 245-FEES SCHEDULE OF THE REVISED GENERAL ORDINANCES OF THE TOWNSHIP OF FREDON

Discussion and consideration of introduction and 1st Reading by members of the Committee. No public input will be held at this time. Public Hearing and final adoption are scheduled to be held at the Regular meeting August 26, 2021.

Upon Motion by Committeeman Lazzaro, with second by Committeeman Deitz, action was moved on ORDINANCE 2021-09. 

ROLL CALL:  Mr. Deitz, aye; Mr. Lazzaro, aye; Mr. Masi, aye; Motion carried.

Discussion was held about speeding in neighborhoods and residents’ responsibility to be respectful and keep their neighborhoods safe.

Discussion was held about lack of Civic Center Attendant applicants. If an attendant is not found, the hours available for use will be limited.

MOTION: Upon Motion by Committeeman Lazzaro with second by Committeeman Deitz, action was moved to approve the Keepers of Coursen Corners to have a "Book Drop Bin" from New Legacy Books placed at Coursen House. All in favor. Motion carried.

MOTION: Upon Motion by Committeeman Lazzaro with second by Committeeman Deitz, action was moved to approve the Building Use for  Westview Estates Homeowner Association Meeting for September 8, 2021. All in favor. Motion carried.

At this time, the meeting was opened to the public. 

Mr. George Plock of 492 Ridge Road stated he agreed with the resolution opposing the mask mandate and the ability of parents to make the choice. He did point out parts of Governor Murphy’s Executive Order 251 that addressed school funding and local governmental units impeding the mask mandate.

Mr. Anthony Corcella of 419 Ridge Road stated that the Resolution opposing the mask mandate properly represented the sentiment of the residents and that a petition was being circulated with similar wording.

There being no further business before the Committee, upon Motion by Committeeman Lazzaro, with second by Committeeman Deitz, this meeting was adjourned at   7:38  P.M. All approved.
