FREDON TOWNSHIP COMMITTEE MEETING MINUTES MARCH 13, 2024

This REGULAR MEETING of the Fredon Township Committee was called to order by Chairman Deitz at 7:04 P.M. Chairman Deitz advised those present that this meeting was being held in compliance with provisions of P.L. 1975, Chapter 231, Sections 4 & 13, as noticed to the New Jersey Herald and Sunday Herald in January 2024.

 

ATTENDING:            Ms. Corcella, Mr. Plock, Mr. Deitz

 

ABSENT:        Mr. Lazzaro, Mr. Nichols

 

Chairman Deitz invited those present to participate in a flag salute.

 

CORRESPONDENCE: Upon MOTION by Committeeperson Plock, with second by Committeeperson Corcella, action was moved to waive reading of correspondence since list of same had been posted and copies made available for public inspection.

All in favor. Motion carried.

 

CONSENT AGENDA:

Mayor Deitz asked if anyone wished to have any items separated. No response.

Upon MOTION by Committeeperson Plock, with second by Committeeperson Corcella, action was moved to approve adoption of the Consent Agenda.

All in favor. Motion carried.

 

VOUCHERS & RESOLUTION 2024-36:  Upon MOTION by Committeeperson Plock, with second by Committeeperson Corcella, action was moved to approve vouchers presented by CFO, Kerri Womack.

ROLL CALL:  Ms. Corcella, aye; Mr. Plock, aye; Mr. Deitz, aye. Motion carried.

 

Claims are listed on the attached schedule, which is made a part of the minutes of this meeting as a supplemental record.

 

RESOLUTIONS 2024-33, 2024-34, 2024-35, 2024-36 2024-37, 2024-38, 2024-39, and 2024-40, as annexed, were introduced and passed at this Regular Meeting of the Fredon Township Committee.

 

ORDINANCE 2024-01: Calendar Year 2024 Ordinance to Exceed the Municipal Budget Appropriations Limits and Establish a Cap Bank

Mayor Deitz advised that discussion and consideration of First Reading would be held on Ordinance 2024-01. No public input will be held at this time. Public Hearing and final adoption are scheduled to be held at the Regular meeting March 27, 2024.

 

Upon MOTION by Committeeperson Plock, with second by Committeeperson Corcella, action was moved on ORDINANCE 2024-01.

ROLL CALL:  Ms. Corcella, aye; Mr. Plock, aye; Mr. Deitz, aye. Motion carried.

 

At this time, Mayor Deitz amended the order of the agenda to open the floor to the public.

 

Florence Vidam, President of Sussex Garden Club, spoke about the Fredon Township meeting room scheduling conflict with the Bear Brook Homeowners Association and misunderstanding involving the building use policy. Mayor Deitz stated he would speak to Bear Brook Homeowners Association leadership about a compromise.

 

Janet Larkin questioned why office staff didn’t contact the Garden Club after receiving a Certificate of Insurance.

 

Stevie Fava requested Bear Brook Home Owners choose other dates showing the available days from the web site calendar.

 

Jim Weber expressed continuing concern over the lack of regulation regarding Short Term rentals within the municipality.

 

Nicholas Naranjo, Medical Essentials Diagnostics representative, spoke about the Save My Life medical testing program.

 

The meeting was closed to the public.

 

MOTION: Upon MOTION by Committeeperson Plock, with second by Committeeperson Corcella, action was moved to approve training request, submitted by Patricia Carlson, relevant to her position as Tax Collector. 

All in favor. Motion carried.

 

MOTION: Upon MOTION by Committeeperson Plock, with second by Committeeperson Corcella, action was moved to approve EM Electric Generator Maintenance Agreements in the amount of $698.00  for the Fredon municipal building generator and  $928.00 for the Fredon DPW generator.

ROLL CALL:  Ms. Corcella, aye; Mr. Plock, aye; Mr. Deitz, aye. Motion carried.

 

MOTION: Upon MOTION by Committeeperson Plock, with second by Committeeperson Corcella, action was moved to accept the resignation of Alan DeCarolis, effective May 31, 2024, and advertise for a replacement Animal Control Officer.  All in favor.  Motion carried

 

EXECUTIVE SESSION:

Upon Motion by Committeeperson Plock, with second by Committeeperson Corcella, action was moved on a RESOLUTION (as annexed) to move into EXECUTIVE SESSION at 7:37 P.M. All approved. Upon motion by Committeeperson Plock, with second by Committeeperson Corcella, members of the Committee moved out of EXECUTIVE SESSION at 7:57 P.M.

 

Mayor Deitz advised that a matter involving potential litigation was discussed. No decisions were made and the subject would be revealed at the appropriate time.

 

MOTION: Upon MOTION by Committeeperson Plock, with second by Committeeperson Corcella, action was moved to excuse Committeeman Lazzaro from meetings on January 24, 2024; February 14, 2024; March 1, 2024 and March 13, 2024. All in favor.  Motion carried.

 

There being no further business before the Committee, upon Motion by Committeeperson Plock, with second by Committeeperson Corcella, this meeting was adjourned at 7:58 P.M. All approved.
