Call to Order

The Regular Meeting of the Fredon Township Committee was called to order at 7:00 P.M. by Deputy Mayor George Plock. He announced that the meeting was being held in compliance with the Open Public Meetings Act, N.J.S.A. 10:4-6 et seq., and that notice had been properly provided and published.

Roll Call

Present: Deputy Mayor Plock; Committeeperson Corcella; Committeeperson Deitz; Committeeperson Weber
Absent: None
Note: Mayor Chris Nichols arrived at 7:07 P.M. and presided from that point forward.

Flag Salute

Deputy Mayor Plock led those present in the Pledge of Allegiance.

Correspondence

Motion by Corcella, seconded by Deitz, to waive reading of correspondence as posted and available for public inspection. All in favor. Motion carried.

Approval of Consent Agenda

Deputy Mayor Plock asked whether any items should be removed from the Consent Agenda; none were requested.

Approved:
• Minutes of May 13, 2026 Township Committee Meeting
• Resolution 2026-65: Plenary Liquor License Renewals
• Resolution 2026-67: Authorizing Repair of Announcer’s Booth Roof
• Departmental Reports: Animal Control, Construction, Dog Licensing, Health, Land Use Board, Recreation, Public Works, Tax Collector, Tax Assessor

Deitz abstained from minutes. All in favor. Motion carried.

Vouchers

Motion by Corcella, seconded by Weber, to approve all vouchers presented by CFO Kerri Womack and CFO Certification Resolution 2026-66.

Ordinances

Bond Ordinance 2026-04 – Second Reading, Public Hearing, and Final Adoption:
Bond Ordinance Providing for the Purchase of a Fire Engine and Related Apparatus; Appropriating $1,350,000 and Authorizing the Issuance of $1,150,000 in Bonds or Notes.

Public hearing opened. No comments offered. Public hearing closed.
Motion by Deitz, seconded by Corcella, to adopt Bond Ordinance 2026-04.
Roll Call: Corcella – aye; Deitz – aye; Weber – aye; Plock – aye. Motion carried.

Resolutions

Resolution 2026-63: LOSAP – Motion by Deitz, seconded by Corcella. All in favor. Motion carried.
Resolution 2026-64: NJDEP Clean Communities Grant ($14,226.76) – Motion by Deitz, seconded by Corcella. All in favor. Motion carried.

Consideration and Action Items

Ongoing Business:
• Propane Tank Removal – Combined Energy Services ($1,000) – Motion by Plock, seconded by Deitz. Motion carried.
• Cleaning Services – CMARK Cleaning Services (Municipal Building weekly $375; DPW biweekly $40; Basement monthly $60) effective July 1 – Motion by Deitz, seconded by Corcella. Motion carried.

New Business:
• DPW Generator Automatic Transfer Switch – Discussion held; tabled for grant eligibility review. OEM Coordinator Keith Festa to follow up.
• Training Request – CFO Kerri Womack ($50) – Motion by Deitz, seconded by Corcella. Motion carried.
• DPW Mower Repair – Discussion tabled.
• Fredon Fire Company Fundraising Options – Committee approved sending municipal e-blast.
• Fastenal Vending Machine ($1,025) and Locker ($750–$950) – Tabled.
• Fire Safety Grant and Navriz Door Proposal – Discussion held; no action taken.

Public Comment

• Jim Trusa discussed safety and health concerns regarding 31 Springdale Garden Road.
• Thomas Lloyd reiterated concerns and requested a plan for ash trees.
• Leah Kiernan expressed concern about falling trees from municipal property.

Executive Session

Motion by Deitz, seconded by Plock, to enter Executive Session at 7:49 P.M. Returned to Regular Session at 8:17 P.M.
Personnel matters discussed. No formal action taken.

Adjournment

Motion by Weber, seconded by Corcella, to adjourn at 8:39 P.M. All approved.
